George Holmes is the United States Permanent Representative on the Council of NATO.

George Holmes attended the meeting between the countries in NATO to reaffirm the U.S.'s place in the alliance. He was mildly annoyed by the French representatives' constant requests for recess while they discussed private matters. Holmes noted to his aide Phillip Munro that the French's foreign policy largely stood on their desire to see America removed from their position at the top of the world's hierarchy. He went on to explain to Munro that the French kept acting like they didn't need the U.S., but if they left NATO so would half of the other European nations.
When the French representative, Pierre Dufresne, finally announced hours later that France gladly continue supporting NATO, Holmes inwardly scoffed at his speech and France's change after their hours of stalling. Before he could make any remarks to Munro, the British representative, Richard Royce, also requested a recess, to Holmes' annoyance.
When the NATO conference finally ended a few days later, Holmes was among the representatives who shook hands with his fellows for the media.
